Our govermant bastards are still too dumb and too poor to put such type of cameras but they are getting there.
Concerning putting cameras,there was plenty of independant researches concerning car crashes and effect of cameras on traffic and they proved that cameras have little effect.
They just put it for control,smarter way would be to invest in crappy roads and signalisation,but no,lets put camera.
