i think the pipe just carrys air and releases once cold start valve has done its job (not 100% sure)
to be honest they dont need the cold start anyway . my car even at -5 other day started with no problems at all and didnt need any revs at all.

mine is set so it ticks over on 1k cos my clutch is seriously on its way out and its better at 1k revs for setting off in 1st gear

but after saturday it will be ticking over at 800rpm once my brand new VALEO clutch is fitted and a new bottom engine mount
she should drive bloody good then

On mine, P reg. the small hose joins a T junction, one part going to a stub on the vacuumm diaphram, which has broken off and the other is just blanked off. The car has been running that way for about 4 years, 55,000 miles.
I get 42 - 44 mpg.
It is not the nippiest of cars and I always feel it is under powered.

Colin.
