406 hdi 90 misfire?

hi there new to this forum but hope someone can help, im getting fault codes:

p1113: Intake air temperature (IAT) sensor circuit open/short. EDC16C3 - Diesel high pressure regulation circuit. Rail pressure below minimum pressure.

p1198: Pump rotor control Underfuelling. SID801 - Diesel high pressure monitoring. Flow regulator (VCV) at stop.

what is happening is when im driving the car pulls back wen accelerating, and this happens on and off,

ive changed the diesel filter, tried blocking the egr, but one thing i have noticed is the middle wire on the fuel pressure sensor is reading 0.1v all the time, isnt this ment to be changing when on idle or rev increase?

would this little sensor be causing all this hassle?

i aint getting no smoke out of the exhaust, idles fine and starts normally. im so confused lol.
