steering goes heavy,does it need flushing

hi guys,over the last couple of months my steering seems to go heavy like my pas is failing,then it works again and then goes stiff again.it seems to be worse when the temp outside is cold.can your pas fluid break down over the years?i did change the bottom pulley a few months back but everthing seems fine there.what could be the problem or problems? and if i do need to change the fluid what is the easiest way to do it.many thanks steve

Im not much of a mechanic man but could be that the pump is failing.
i recall here some topics about similar things,worth checking it out.
Belive that the easiest way is to disconnect the bottom hose,the one which goes under the engine and flush everything out.
Hope your steering rack is ok tho.
