This is doing my nut in now. I had a whine after doing the belt and after inspection found that it was slightly too tight.
I have loosened it to fit the description "tensioner can be turned by hand with firm resistance from the belt" as best as I possibly can but I still get this noise!!
Maybe too much time on the car has sent me nuts. Just listen to the revs just above tickover (esp 18-22 secs) and let me know if that whine is normal or needs further inspection...

How much resistance against the belt?
You should be able to turn the tensioner pulley with one hand without forcing it and not too easily.

I can't really say that sounds like a tight belt to me, more your actual whine - what else did you change apart from the belt?

Id say there was quite a lot of resistance. I could turn it with three fingers with a lot of resistance from the belt. I did not have to physically grab the tensioner and try hard though.
This was by the following method:
Loosen tensioner
Knock cam pulley back a bit
Set tension as said above
Run engine for 2 seconds
Knock cam pulley back a bit again
Check tension is same as said above
Re-fit cover.
I did notice however without knocking the cam pulley back abit it was difficult to turn the pulley (tensioner)
I'd say the tension is (very slightly!) looser now then it was before I started today however the noise if anything is slightly louder so I'm wondering if its because I had my greasy hands all over the pulleys/belts again.
Other things changed:
Water pump, timing idler & tensioner (gen pug)
Crank pulley (motorfactor) & bolt (pre-loctited gen pug)
Aux belt (with a used one off my 306 hdi that is 5mm longer. this was unplanned as we found the aux belt on my 406 was totally knackered and this was on a sunday so nowhere was open - going to get a new one next week)

Will that slight noise not go away after a day or so? Your engine sounds better than mine btw.

I think the noise is the aux belt! The cambelt at the moment is if anything too loose but thats another story.
The crank pulley was about £56 from a local motorfactor because I needed it there and then. They are on ebay for £41 I think

A couple of weeks ago I had a noisy aux belt on a Citroen Dispatch HDi, turned out the dealers had put a belt on that was slightly too long, the shorter belt solved the problem.
It was squealing because the belt was slipping slightly by being too long.
It was only a few mm too long as well.
