Which adjuster?
The idea is you take all the play out of the system that you can. It's best if the pads are out so they don't confuse the issue. Ideally the shoes need to be central to the drum, I wound the adjusters in the brakes out until the drums were rubbing on the shoes and then gave them a few belts with the rubber mallet (I don't like using a steel hammer, there is a small possibility the drum will shatter) to jolt the shoes about until they were away from the drums, then adjusted again and repeated this until they didn't move any more and the drum was rubbing on the shoes for just a tiny bit of a turn. I think you can do a similar thing by working the handbrake but I didn't really want to keep climbing into the car and getting the seats grubby.
Once you've got them like this move onto the rear cable adjuster. Wind the adjuster until the disks lock (you'll need to keep turning the disks every, say, 5 turns) then back them off until they rub like they did, then lock the adjust off and move onto the front adjuster, which you adjust the same - wind it on until the brakes lock, then wind it off until the shoes are just rubbing on a tiny bit of a turn.
This is obviously bollocks and shouldn't be necessary but the design of the handbrake is so poor that it needs extreme measures to get anything useful out of it.
Btw don't put the brake pad pins back without the R clips, as far as I remember it's an MOT fail and I guess this is because the pads can "walk" the pins out of the calliper. Not that this will immediately cause a disaster but I don't suppose it's ideal.

i dont remember them having the wheels off on my mots, and ill have to try and find the clips then

noticed one of the pad shoes on the handbrake is coming off the shoe a little bit at the edges, hope its ok
