Ah now, depends who's fitted it I believe. I reckon if it's da government or any of their official representatives you're knackered, but if it's one of these joker private enforcement teams you're allowed to remove the clamp. The problem is that you've got to do so without damaging it, 'cos so much as a scratch and they'll do you for criminal damage....

Not sure who fitted it all i know is the wife pointed it out to me at 5pm then about 15 mins later a 4x4 shot down our street i heard something petrol powered revving up for all of 10 seconds and off the 4x4 went followed shortly by the disco.
