When my van steering wheel etc get manky i use those heavy duty hand wipes you get in those big plastic tubes. It takes all the crap off and then i wipe over with a dash wipe. :)

Go to tesco and buy a bottle of tesco's cheap all purpose cleaner (In the house cleaning isle, think it's called Daisy) Buy a cheap spray bottle and also get some cheap microfibre cloths and a nailbrush.

Dilute the APC 10:1 to 5:1.
Spray abit of the dash, scrub it with the nail brush and wipe it off with the microfibre.

Sugar soap. Make up a solution in a bowl and use a sponge, squeezed out, and scrub it. Once dash and wheel is dry then it's time to get the wet wipes out.

Is it on all of the interior or just the steering wheel, the clio had a leather effect steering wheel which had a sticky sort of feeling to it, i used jif cream and scrubbed it but it still felt sticky, talcum powder worked for a while but still no luck, so i just put a steering wheel cover over it. I think renault use a strange type of leather that feels sticky in the hand.
