My bro has this problem on his D8 estate - the rear seat / belts are never used, but he noticied it the other day and the MOT's due in a week or so.......
Anybody had, or sorted something similar?
Or know how to get at it?
Any suggestions gratefully received, (I have a feeling muggins will get roped in eventually).

Just unbolt the belt from the chassis under the rear bench and let ir retract.
Worked a treat on my D8!

Two things of note - one is that you should let it retract with the car on the flat and the seat locked upright. Second is that if the bolt's seized, there's a risk that the captive nut underneath the car could come free while trying this - as happened with my tubby estate.
<steve_earwig> I think this forum is more about keeping our cars going with minimal outlay than giving our cars more reason to go bang
