Brand new strut assembly - tight strut bearing

Hi,
I have just finished assembling the new front strut for my 406, with all new components apart from the metal top seat. I have installed the spring and it is perfectly seated on the bottom seat, and the spring is less than 1cm from the "end" of the cavity in the top seat, so not far from its perfect position.
The strut bearing is incredibly difficult to turn by hand which is not what I am expecting, but I wouldn't know for sure as this is the first strut i've ever done on any car. The nut damper nut doesnt sit flush with the the top mount either which again isnt what I am expecting.
Does anyone know if they are just usually tight like this until it is installed on the car, or have I done something wrong? I can't think of what may be causing the issue, as the bearing is brand new and spun OK before being fitted. I bought the strut top kit from eBay (linked), so it should just be a case of plonking it on the top seat and assembling as normal.

I am about to reassemble the strut and move the spring over to take up the gap shown in the pictures but not sure how much of a difference this will make...
