You may find that once you adjust the brake shoes in the drum you may not need to adjust the handbrake cable.

Take off the wheel and the brake drum and you will see a bar going from shoe to shoe with a toothed wheel on a screw thread which has a piece of spring steel in the teeth of the wheel.

To adjust the brake shoes turn the wheel with a flat blade screwdriver 6 clicks....if you look at the wheel the teeth only face one way to allow the wheel to be turned due to the piece of spring steel in the teeth.....do this 6 clicks and try to fit the brake drum back on....if it goes back on easy then turn it another 2 clicks at a time checking if the drum will go back on without being too tight to turn.
Do this at both sides and see if the cable needs adjusting afterwards.
