Try pouring a kettle of hot water over it to try and soften the solidified oil up? I'm not sure if it has a breather on it though :?

No breather. If it's hard to come off it might suggest a leak  Try unscrewing it with a hot engine? Note: don't try this trick with coolant!!!

If it hasn't been off for a while it's probably just stuck on the rubber seal. You could get a hair drier on the cap to free it off
