strange noise

have a funny noise coming from the diesel pump, it seems to come from the valve with spring on it thats on the back of the pump, it kind of reminds me of my old vectra when the egr valve was in, if i push the throttle back manually against the spring it goes away, i noticed i can screw a bolt out to help it do this but dont want to just tinker without knowing what i'm doing, what is this valve?
