Secondary air pump on 1.8 (EW7J4)?

Hi all, my 406 (2003) 1.8 EW7J4 does not have a secondary air pump (or it has been removed by the previous owner, who knows 
). I was wondering as of when the secondary air injection system was installed on the EW7 engine in the 406. I'm suspecting the PO had it removed because the things tend to seize, since I can't imagine that a 2003 engine wouldn't come with a secondary air pump...
I started looking for the pump when I smelled a whiff of petrol out of the exhaust upon cold morning starts.
