Right just fitted my cambelt (after a weeks waiting for it) ..it might be me but it feels even slower than it did before 90bhp ..if the timing was one tooth out would it feel slow..it just seemed to rev quicker before..now it seems an age even before it gets to 3500rpm doubt it would get to 4500rpm it starts fine and sounds fine doesn't smoke ..I didn't lock bolt the pump I marked it ,it's about 2-3mm out from the mark would that make a difference

Yes, the pump timing will be out.
Follow jasper's incredibly good guide, lock the flywheel, tension as per advice.
Rotate engine at least half dozen times checking that the pins still go in after each revolution
As a side note, my 150ish bhp one will fly round to 3500 rpm's but take an age to get to 4500 rpm's
A HDi tunning re-map would sort it but I've got better things to spend my hard earned on

Yours is a 2003 HDi 90 with the DW10 engine? If so, the pump pulley is not timed, the injection is controlled by the ECU and cam/crank sensors.
You only time the crank and cam by pinning them. It is most likely you have got it one tooth out if you are down on power so recheck with the 8mm pinning tools into the cam gear and flywheel. Dont over-tension the cam belt!

Thankyou for the replies.ive always done aux belts to my tension of I can twist the belt around 10-15mm, but I thought the cambelt should be a bit tighter ,I can twist it around 5mm..does that sound about right

But wouldn't one tooth out make it hard to start or make it noisier..it starts within two turns of the engine

The Hdi can run when it's a couple of teeth out - it doesn't sound great though......
