Car won't start - ECU defective?

I have a 406 SRi from 1999, that won't start. The starter cranks, but the engine does not start. There seems to be no power to the fuel pump, and I can't hear it when turning the key. Furthermore, there seems to be no spark from the coil.
I have connected a diagnostics tool, which I know works perfectly (working on other cars), but it cannot connect to the ECU. The only information I get is that there is 12.6v on the diagnostics connector.
Fans, lightening, doors and so on, is working perfectly.
The problem started slowly, first it just took some time to get started, but now it won't start at all.
I suspect the ECU to be defective. Any other suggestions?
