Electric Fan ON!!! even while engine and ignition is off

Hi,

i recently noticed for the past few weeks, my pug's temperature is higher than usual but still around normal / usual rate.
but just now when i got back from dinning out, i pull the key off the ignition and leaving the car ... the FAN WENT ON !!!! it never happened before.

and i didn't drive hard, it was a slow sunday night drive.

is it normal? or there might be something wrong with my pug? ....... oh yeah, one more thing. the car is getting slower acceleration.
i don't know wheter this had something to do with my 'new' engine temperature behaviour or not.
