Check all the vacuum hoses for a start but I suspect the white smoke maybe oil which could mean the turbo seals are failing.

My personal opinion is the the 406 is the best car Peugeot ever made, it does everything well, is very reliable and doesn't usually fall to pieces. I have owned at least four of them. The 8 valve diesel engine is almost indestructible and very economical.

I see, I misunderstood. I have never tried to separate the two parts of the back plate only removed them and fitted them to another car, I didn't even realise they could be separated.

If not it will probably go on Ebay. I got £250 for my wife's 406 with a duff brake servo. I would have changed it but its a pig of a job. She has a C5 now.

I've done several of these but all with secondhand ones, I didn't know you could get new ones. Anyway, I don't really remember as it was some time ago but they look like locating dowels to me, I think they are probably just to hold the backplate in position while you fit the bolts, try gently leveri...

Just a thought but you haven't got air in your fuel line have you, that can do things similar to that. Fit a clear section of plastic pipe in the input line to the filter and check for bubbles.

The only other likely problem is air getting into the fuel line, but that would likely make it difficult to start when hot as well, except that when the engine is turning over fast it can pump the air through the system before it gets into the pump and injectors. I have had this problem with my C5. ...

The resistance to it turning is much less when the engine is warm so it doesn't need so much energy to turn it.

Could be a tired starter motor or a high resistance in the wiring from the battery. Check the voltage actually on the starter when its turning over and then check across the battery as its turning, if there is a large difference check all the connections.
