You almost certainly have one or more vacuum leaks, but tracing can be difficult. It's worth checking all the rubber push-on connectors carefully, you may find some loose, split etc. If you find a suspect connection and fix it, don't assume it's the only issue. Variable yes, geometry no.
Technically it's a variable nozzle turbo designed to allow a controlled amount of the exhaust gasses to bypass the turbine blades.

If your mechanic is trying to tell you the turbo is non-adjustable, he's wrong.

D8/D9 refers to the early or later body shape. Not aware of any mods of the kind you're looking for. Personally I would steer clear of any modified filter that results in you drawing in hot air from under the bonnet as opposed to cool air from the wheelarch at that's more likely to slow it down, though it might 'sound' faster. Easiest way is to let the engine idle when hot with the bonnet closed and observe the temperature gauge while listening for the fan starting. Coolant will not boil in a pressurised system at 100 degrees so it will be safe to allow the temperature to rise naturally until well past 90 degrees, perhaps...

Have you eliminated the possibility of an external problem, (vacuum leak etc.) preventing the turbo from adjusting?

Personally I never had to touch either of mine in 7 years and 200k miles
I also don't remember anyone else having to.

After the first incident I replaced the fuel filter, engine oil + filter, and drove 2 tanks empty with injector cleaner. At that time I suspected a leaking injector because of the overfuelling.
