It's what Peugeot recommends and it is usually quite inexpensive for a full synthetic oil.

That shouldn't influence your choice to run synthetic oil, however.

Synthetic oil is always a better choice for engine longevity and wear than a conventional oil, even if it ends up burning a bit more.

Make sure you drag the handbrake for 5-10 seconds every other week or so, maybe more often if the weather is damp.

The sticking happens because the handbrake on a car with 4-wheel disk brakes doesn't see any wear normally, letting it build up rust etc.

Unfortunately, you can only change your own driving style.
