These are variable solenoid valves that control the amount of vacuum to the EGR valve and turbo wastegate actuator. You can see if the crank pulley has rubber inserts through the wheel arch. If you look at the edge of the pulley (facing the pulley retaining nut) you should see three arc shaped slots in the metal near the edge of the pulley, maybe 1/4" wide and a few inches long - the rubber part should be visible...

You have a solid crankshaft pulley? I thought the 2 piece one with rubber insert was standard on the 110 HDi. Could that be the source of the vibration? Has it always been a solid pulley?

You should take the opportunity to replace the rubber hangers and clamps. Motor factors sell a paste for helping the seal.

every 96K or 16 years according to dealer. I don't think these engines are known for cambelt trouble but the tensioners and idler pulleys can fall apart. The remote central locking refused to work and couldn't be re-initialised by any of the usual BSI reset / key re-teach procedures. There are usually two solenoids on the bulkhead : one for turbo wastegate and one for EGR valve. Some models have a third one (something to do with brakes?). This all sounds very familiar! Mine makes a faint whistling noise under the same conditions. Hardly noticeable until I tow the caravan and then its quite clear. I took my alternator off and took it to a local auto electrician who replaced the bearings - it only cost me £20. BUT, after about 14 months it started making a nasty noise again so I threw in the towel and got a Lucas remanufactured / exchange one from a local factor. So far so good...

On my D9 estate, there is an adjustment possible on the main (central) cable where it connects to the handbrake lever. The cable terminates in a threaded rod with a nylon insert type nut on the end of it. Quite hard to access properly without removing the centre console.
