the switch assembly is a complete unit, but perhaps the drivers side switch has dropped inside the holder? Does it go down any further when you press on it?

Some 406 saloon / estates have - the higher spec ones, GTX, Executive, SE, possibly some others. Being a V6, the OP's car may well have them so definitely worth checking. do the saloon / estate 406 have a door light on their door cars (puddle lights)? The coupe does, and when I had a blown bulb in it, it wouldn't turn on interior lights and MFD door open message either, bulb replaced, problem solved. This was on a 2000 D9 Coupe.
