I'm afraid that actually sounds reasonable to me, 4.5 hours labour probably makes up almost half of the total. At least you know about the brakes in advance and can shop around for those. You could possibly DIY them too (or are you still on the street with it?) but the bearing could well be a differ...

The spare wheel well is part of the boot floor pressing. Of course it could be removed but that would be pretty unrealistic, loads of cutting, loads of welding. I doubt a new bolt would be that expensive but cutting a hole would probably be ok if you can patch it up effectively.
