I'm wondering if the head gasket is leaking into one of the cylinders, could be worth getting a 'sniffer' test done to check for combustion products in the coolant water? that white smoke looks like steam to me :? Maybe your own private one never actually ran-in what with all the fresh oil and that ?? Good call, endoscope down the spark plug hole (remove all plugs for easy of turning) them get a willing* helper* to turn engine by hand...hopefully you'll see enough to confirm.

What's the mileage and how does a modern engine drop a valve anyway :?

The HPi was probably the most complex 406 due to it's fuelling system, they never really sold in big numbers I think because we were just heading into the Common Rail era of diesels and of course everyone knew Peugeot are (were?) the best at diesel so just about all of them were H D i's. But then I read they don't really get to the bottom of things and can leave all the worst sludge in the bottom of the sump I think most garages use a pela type pump or something frigged up to the air line I've also seen in action.
